Each continuing education (CE) course must be approved by TDI prior to presentation. Course registration fees are not refundable, even if a course is rejected or certified for fewer hours than requested on the application. All courses are subject to TDI audit.
General information
- You must first be approved as an education provider in Texas.
- To register a CE course assignment, please visit your provider Sircon account, and review the following Course Assignment Instructions.
- From your Sircon provider account, you may apply to register your course.
- The registration fee is $10 per credit hour for CE courses.
- A new course is required if a course has been modified more than 25%. This includes a change in content, credit hours, or instruction method.
- Providers are encouraged to submit course registrations at least two weeks before a planned presentation.
- You must keep TDI updated on all course offerings/presentations. See How do we make our course public? below for details.

What should the CE course be about?
For agent and adjuster licensing courses, please review the Title 28 of the Texas Administrative Code (TAC) 19.1006 of approved topics. For Title/Escrow courses, please review the Title Basic Manual’s P28(II)(D) list of approved topics.

How do we calculate time?
Your application must include documentation that shows your proposed hour calculation method for the course.
For classroom courses, the time is calculated based on actual instruction time, excluding the Q&A period. For self-study or classroom-equivalent instruction methods, time is calculated using one of the following hour calculation methods.
Credit hour calculation methods:
- Average completion time.
- Average number of credit hours assigned by other states.
- Word count/difficulty level.
- Interactive course content.

How do we make our course public?
As of September 2024, providers are encouraged to notify TDI when they plan to offer a course using the course offering feature in their Sircon account. All offerings will be listed on www.sircon.com/texas. You may advertise a course subject to the following:
- Providers may not advertise their course as certified by TDI until they have received confirmation from the department or its designee of the course approval.
- A provider may advertise a course as ‘pending certification by the Texas Department of Insurance.’ A pending course may not be presented until the course has been certified.
- Advertisements including reference to course certification by TDI must include the provider’s name and TX provider ID number.
- Advertisements must not be misleading as to the course content or requirements for successful completion and must clearly state:
- Whether the course will be for classroom, classroom-equivalent or self-study credit.
- All equipment required to take the course.
- All requirements of the course, including whether the course shall require a monitored final exam.
Attach your course documents
Attachments must be electronically added to the Sircon database by using the ‘Attach File’ page.
Submit the following:
- A statement identifying the knowledge, skills, or abilities the licensee is expected to obtain through completion of the course.

A detailed, timed outline with major topics and sub-topics. The amount of time spent on each major topic needs to be reflected in the outline.

- If your resident state isn’t Texas, you must also submit your home state course approval information.
- A provider refund policy. If the course is free, please state this.
- A method of evaluation which will be sent to licensees after course completion. This allows students to rate their course experience and provide feedback.
- An example copy of the certificate of completion meeting the requirement of TAC 19.1007(7). The provider may also utilize the option of generating certificates in Sircon at the time of reporting to the state. If using the Sircon certificate, please provide a statement indicating this.
For Classroom courses: For a webinar, provide a detailed description of how the course complies with the specific requirements stated in TAC 19.1009(g), including the platform used and monitoring that takes place.
For Classroom-equivalent courses: Provide a detailed description of how the course complies with the specific requirements stated in TAC 19.1009(h), and screen shot examples of two interactive inquiries showing a total of ten questions.
For Self-study courses: A copy of one final exam is required. See TAC 19.1011(c)(d) for details. For non-residents, a home state approval in lieu of an exam.
Special Product certification courses: For Long-term care partnership product, Medicare-related product, and Small employer health benefit plan specialty certifications, provide an exam guide indicating which questions fall into the required categories for the course types below:
