Register an Adjuster pre-licensing course

Each adjuster pre-licensing (PE) course must be pre-approved by TDI prior to presentation. A passing PE course and corresponding final exam will qualify a candidate for licensure. Therefore, TDI takes the integrity of the PE exams administered by approved providers very seriously. Providers are subject to audit.

General information

  • You must first be approved as an education provider in Texas.
  • There is no fee to submit a pre-licensing course.
  • From your Sircon provider account, you can apply to register your PE course.
  • When reporting completed pre-license education (PE) courses to Sircon, please ensure that all licensee data you enter is an exact match of the data to be used on the student’s application for a license with TDI. Variations in a name (spelling, spaces, etc.) may cause delays.
  • A course ID will be assigned to the pending course after the application is initially reviewed. Providers will receive an email notification of course status upon the completion of the course review.
  • A new course is required if a course has been modified more than 25%. This includes a change in content, credit hours, or instruction method.
  • The course must meet the minimum 40-hour pre-licensing education requirement to qualify for certification. To be certified as an adjuster pre-licensing education course or program, the course content must enhance the student's knowledge, understanding, and/or professional competence regarding the subjects set forth in Title 28 of the Texas Administrative Code (TAC) 19.1017 and TAC 19.1018 of this title (relating to Adjuster Pre-licensing Education Course Content and Examination Requirements and Adjuster Pre-licensing Examination Topics).

How do I start?

  1. What should the PE course be about? The course shall be designed to test applicants on the material as specified in TAC 19.1017 for the appropriate license designation. Please review the TAC 19.1018 of approved topics.
  2. What should the instruction method be?
    • Classroom
    • Classroom Equivalent
    • Self-Study (Note: There can be no more than 10 hours in this instruction method)

  3. How do we calculate time?

    The course must meet the minimum 40-hour pre-licensing education requirement to qualify for certification. For classroom courses, the time is calculated based on actual instruction time, excluding the Q&A period. For self-study or classroom-equivalent instruction methods, you must submit documentation with their course application showing your proposed hour calculation method.

    You may choose one of the following credit hour calculation methods:

    1. Average completion time.
    2. Average number of credit hours assigned by other states.
    3. Word count/difficulty level.
    4. Interactive course content.

Attach your course documents

Attachments must be electronically added to the Sircon database by using the "Attach File" page.

  • A statement identifying the knowledge, skills, or abilities the licensee is expected to obtain through completion of the course.
  • A detailed, timed outline with major topics and sub-topics. The amount of time spent on each major topic needs to be reflected in the outline.

  • A provider refund policy. If the course is free, please state this.
  • An example copy of the certificate of completion meeting the requirement of TAC 19.1007(7). The provider may also utilize the option of generating certificates in Sircon at the time of reporting to the state. If using the Sircon certificate, please provide a statement indicating this.
  • If your resident state isn’t Texas, you must submit your home state provider approval information.
  • For Classroom courses: If a webinar, a detailed description of how the course complies with the specific requirements stated in TAC 19.1009(g)
  • For Classroom-equivalent courses: A detailed description of how the course complies with the specific requirements stated in TAC 19.1009(h), and screen shots (examples) of two interactive inquiries showing a total of ten questions.
  • For Self-study courses: A copy of one exam is required if using this instruction method.

Pre-licensing final examination requirements

TDI requires a copy of at least one final exam and exam guide.

  • At least 70% of the examination questions must be "application level" or higher. The remainder of the questions may be based at "knowledge level." Application level questions must be marked on TDI's copy of the final exam.
    • Application level: Demonstration of the ability to use learned materials in a new situation, usually involving the application of rules, policies, methods, computations, laws, theories, or any other relevant and available information.
    • Knowledge level: Recall of specific facts, patterns, methods, rules, dates, or other information that must be committed to memory.

Exam Procedures

Examination

  • At least three complete exams are required, which are distributed alternatively to students and are revised or updated consistently with each course update/revision.
    • For an Adjuster All-Lines exam, the exam must consist of 150 questions over the subjects described in TAC 19.1018(a). The student must complete the exam in less than 180 minutes.
    • For an Adjuster- Property & Casualty exam, the exam must consist of 150 questions over the subjects described in TAC 19.1018(b). The student must complete the exam in less than 180 minutes.
    • For an Adjuster- Workers Compensation exam, the exam must consist of 60 questions over the subjects described in TAC 19.1018(c). The student must complete the exam in less than 90 minutes.

Examination questions

  • Exam shall be multiple choice questions stemming from an inquiry with at least four appropriate potential responses and for which "all of the above" or "none of the above" is not an appropriate option.
  • Exam shall not be the same or substantially the same questions the student previously encountered in the course materials or review examinations and cannot be designed such that the correct answer is obvious by its content.

Exam integrity

  • The exam may not be made available to the student until the test is administered. Security measures shall be in place to maintain the integrity of the examination and ensure that the enrolled student is the individual who took the examination.
  • An authorized staff member or a computer program shall grade the examinations.
  • During the examination, students may not use course materials, personal notes, or any other written or electronic material or media that is not part of the examination, nor engage in communication of any kind with any other person except to receive instructions from the examination monitor.
  • The provider may distribute only one examination to any student at any one examination.
  • Providers must include and maintain the examination results in the student's record for four years. Providers and instructors shall not give any person answers to the examination questions at any time before, during, or after the course.

Proctoring

  • A disinterested third party shall monitor the final examination in a visual environment. Upon completion of the examination, the person monitoring the examination must mail or deliver the completed examination directly to the provider.
  • A provider may deliver the exam online with an in-person disinterested third-party proctor. For remote proctoring, TDI requires the following information:

Remote proctor procedures

If you wish to offer a course with a proctored exam virtually, you must submit your information to TDI for review.  We review each submission on a case-by-case basis.  Below is a list of questions that need to be addressed. Note: This list is not all inclusive. Additions/revisions may be included in the future. 

  • Full name of Provider
  • Provider ID and Course ID
  • Describe in detail, security measures that would be in place.
  • What software are you planning on using? Please describe software in detail.
  • How do you ensure prevention of cheating or misuse during the examination?
  • How does the software prevent someone from opening another browser on their laptop or computer?
  • Describe how the proctoring software or proctor recognizes specific behaviors that would indicate dishonesty such as minimizing a browser, opening a new tab, taking a screen shot, pressing the Ctrl +C, or pressing Ctrl V?
  • If cheating is suspected, what process is in place?
  • How can the software see the current activity of the candidates, such as device name, browser, operating system, IP address and location details?
  • How does the remote proctor examine the room before, during a bathroom break (if necessary) and after the exam completion the examination area for cell phones and other objects not permitted during the exam?
  • How is use of audio devices, cell phones, other technology prevented (throughout the entire exam)?
  • How is the remote proctoring environment made as close to the in-person environment as possible?

Certificates of completion

  • Providers provide certificates to students who successfully pass the examination by correctly answering at least 70% of the examination questions.
  • The provider must issue the certificate in a manner which shall ensure that the student receiving the certificate is the student who took the course.
  • Provider must issue the certificate within 30 days of passing the examination and complete the certificate to reflect the dates the student took the course and examination.
  • Providers shall not allow a student, or any person or organization other than the provider giving the course, to prepare, print, or complete a certificate of completion.

Failure to pass exam

  • Students shall be allowed to retake a certified pre-licensing exam at least one time if a score of 70% or higher is not achieved without being required to retake the course.
  • The retest shall consist of an alternate examination consisting of different questions from the original.
