Apply for a license

Exam

  • To learn about how and where to take an exam, go to Pearson VUE and download the candidate handbook. The Pearson VUE website also provides links to exam outlines and an ESL (English as a second language) request form.

  • You do not need to take an exam if:
    • Your license has been expired for more than 90 days, but less than one year.
    • You don’t live in Texas, but you have a license in good standing in a reciprocal state.
  • Veterans can be reimbursed the fees for exams taken on or after February 1, 2019. Veterans who have passed Texas insurance exams can apply to the U.S. Department of Veterans Affairs to get the exam fee reimbursed.

Fingerprint background check

  • To receive the fingerprint instructions and service code, you must begin the application process on TDI’s online initial application and fingerprint portal.
  • Most people who apply for a license must: (1) get a fingerprint background check from IdentoGO, and (2) send us a copy of the IdentoGO receipt showing that their fingerprints were sent to the Texas Department of Public Safety.
  • Some people can ask for an exemption from getting a fingerprint background check. To learn more, see the Texas Administrative Code.
  • You do not need to get a fingerprint background check if you live in Texas and have: (1) an active license or registration with us, and (2) already submitted fingerprints.

Application: adjuster or agency

  • If you want to apply for a resident individual public insurance adjuster license:
    • You must pass the state licensing exam before applying. If you apply before passing the exam, you will be required to: (1) submit a new application after you pass the exam, and (2) pay the application fee again. If you don’t submit your application within one year after you pass the exam, you will have to retake the exam.
    • Complete your fingerprints. Go to TDI’s online initial application and fingerprint portal to find out how.
    • You must apply online by using Sircon. The application fee is $50.
    • Let us know which contract you will use with your clients. You can either: (1) upload a contract you developed if it meets the requirements in the Texas Administrative Code, section 19.708, or (2) mark on your Sircon application that you will use the contract we developed, the Public Insurance Adjuster Contract (Form FIN535).
    • Provide proof that you have a surety bond of $10,000 or more. You must be listed as the sole principal of the bond. To show proof, you must upload the Public Insurance Adjuster Bond (Form FIN509) and a copy of the original bond form to your Sircon application.
    • TDI does not accept the use of a DBA for any public insurance adjuster.
  • If you want to apply for a resident agency (firm) license:

Non-resident license

If you have an active public insurance adjuster license in good standing in your resident / home state, you can apply for a Texas non-resident license using Sircon.

  • For a non-resident agent license:
    • Apply online by using Sircon. The application fee is $50.
    • Complete your fingerprints Go to TDI’s online initial application and fingerprint portal to find out how.
    • Let us know which contract you will use with your clients. You can either: (1) upload to Sircon a contract you developed if it meets the requirements in the Texas Administrative Code, section 19.708, or (2) mark on your Sircon application that you will use the contract we developed, the Public Insurance Adjuster Contract (Form FIN535). 
    • Show proof of financial responsibility. You must have a surety bond of $10,000 or more, and your agency name must be listed as the sole principal of the bond. Upload the Public Insurance Adjuster Bond (Form FIN509) and a copy of the original bond form to your Sircon application.
    • Provide your agent for service of process. You must provide an agent for service of process to accept legal documents on your behalf. See Guidelines for service of process for more information.
    • TDI does not accept the use of a DBA for any public insurance adjuster.
  • For a non-resident agency license:
    • Apply online by using Sircon. The application fee is $50.
    • To complete your application, you must give information for:
      • A Texas DRLP (designated responsible licensed producer): at least one officer or active partner who holds a Texas public insurance adjuster license.
      • All executive officers, directors, or partners who administer the agency’s operations in Texas.
      • All individuals and entities in control of the agency’s operations in Texas.
      • Fingerprints for non-licensed officers, directors, etc. Go to Fingerprint background check for more information.
      • Registration with Texas Secretary of State.
      • Show proof of financial responsibility. Provide a surety bond of $10,000 or more, with the exact name of your agency listed as the sole principal of the bond. Upload the Public Insurance Adjuster Bond form (Form FIN509) and a copy of the original bond form to your Sircon application.
      • Let us know which contract you will use with your clients. You can either: (1) upload to Sircon a contract you developed if it meets the requirements in the Texas Administrative Code, section 19.708, or (2) mark on your Sircon application that you will use the contract we developed, the Public Insurance Adjuster Contract (Form FIN535).
      • Your agent for service of process. You must provide an agent for service of process to accept the legal documents on your behalf. See Guidelines for service of process for more information.
    • Limited partnerships and limited liability partnerships must provide a copy of your partnership agreement.
    • TDI does not accept the use of a DBA for any public insurance adjusting firm.

    Temporary license

    A temporary license is not offered for a public insurance adjuster license.

    Emergency license

    A 90-day emergency license is not offered for a public insurance adjuster license.

    Provisional permit

    A provisional permit is not offered for a public insurance adjuster license.
