Electronic Submittal Guidelines – Third-Party Evaluation Reports

Third-party evaluation reports – what TDI will list

TDI will list third-party product evaluation reports and third-party product approvals (“third-party evaluation reports”) from the following sources:

  • Product evaluation reports developed by and listed with product certification agencies that are accredited as complying with ISO/IEC Standard 17025 by the International Accreditation Service (IAS) or by any other accreditation body recognized by the International Laboratory Accreditation Cooperation (ILAC) Mutual Recognition Arrangement (MRA).
  • Notice of acceptance (NOA) reports developed by and listed with the Miami-Dade County Product Control Section.
  • Product approvals listed with the Florida Department of Business and Professional Regulation (DBPR).

TDI will list third-party evaluation reports only for products that fall into the product types listed on the evaluation report web page: Third-Party Evaluation Reports. The products must be complete assemblies. Evaluation reports for fasteners or parts that make up “assemblies” or “subassemblies” will not be posted.

Third-party evaluation reports must be current and must have a valid evaluation report number or product approval number. Third-party evaluation reports that are expired or are past their renewal date will not be accepted.

Evaluation reports from accredited product certification agencies that reference compliance with editions of the International Residential Code (IRC) and the International Building Code (IBC) must reference the edition of the IRC and the IBC adopted by TDI.

Product approvals listed with the Florida DBPR must have a status of Approved by the DBPR and be based on the current edition of the building codes adopted by the State of Florida.

Products listed in third-party evaluation reports must comply with the performance requirements (i.e., test criteria) specified in the editions of the IRC and the IBC adopted by TDI.

Note: TDI will apply the same review criteria used for TDI-developed evaluation reports. Except for specific requirements for fenestration products specified in the IRC and the IBC, TDI will accept products that have been tested in accordance with Miami-Dade County Product Control Section test protocols (i.e., TAS protocols). Examples of products include exterior side-hinged doors, curtain walls and store fronts, site-built windows and doors, site-built skylights, translucent roof and wall assemblies, roof coverings, exterior wall coverings, garage doors, overhead doors, and impact protective systems.

Note: Evaluation reports based on comparative analysis must comply with 2018 IRC R609.3.1, which only allows manufacturers to enhance building product design pressures by reducing the unit size to achieve higher test pressures for certain building products. However, the unit size cannot exceed the maximum size tested of the product. The comparative analysis must be based on accepted engineering practices and follow the WDMA I.S.11 standard. This applies specifically to Florida Building Code Product Approvals and Miami-Dade Notice of Acceptance evaluation reports.

Fenestration products and impact protective systems must comply with the labeling requirements specified in the editions of the IRC and the IBC adopted by TDI.

Roof coverings must comply with the requirements of Section 1504.8 of the IBC. Products listed in third-party evaluation reports must comply with the wind load criteria (ASCE 7) referenced in the IRC and the IBC adopted by TDI.

TDI will not post the third-party evaluation report. Instead, TDI will post the website link to the location of the third-party evaluation report. The third-party evaluation report must be located on the website of either the product certification agency, the Miami-Dade County Product Control Section, or the Florida DBPR website.

Note: For Florida product approvals, TDI will post the Florida Product Approval number minus the revision number (i.e., post FL 1234 and not FL 1234-R5) and the website link to the Florida DBPR website. The user will need to enter the Florida Product Approval number on the website.

TDI is not responsible for the content of the material in the third-party evaluation reports. The third-party evaluation reports are referenced for information only. TDI will not edit, modify, or revise any third-party evaluation report that is referenced on TDI’s website.

TDI will remove from TDI’s website listings for third-party evaluation reports that are beyond their renewal date or have expired. TDI will not contact the product manufacturer or submitter to notify them that the listing is about to expire or needs to be renewed. It is the responsibility of the product manufacturer to contact TDI to maintain their third-party evaluation report listings with TDI and to update them before their current listing with TDI expires.

Note: If TDI already has a TDI-developed evaluation report listing posted to the TDI website for the same product listed in the third-party evaluation report submittal, then the TDI-developed evaluation report will be removed from the TDI website once the third-party evaluation report listing is posted.

Submittal procedure for a third-party product evaluation report listing with TDI

A submittal must be made to TDI to have the third-party evaluation report listed. TDI will accept submittals from either the product manufacturer or from an entity that is approved by the product manufacturer to make submittals on their behalf. Submittals must be sent electronically using a dedicated email address.

A separate submittal must be provided for each third-party evaluation report to be listed.

Submittals will be made using the Third-Party-Developed Product Evaluation Reports form (PC437).

The form requires the following information for each submittal:

  • Product Information
    • Product Evaluation Service
      • Miami-Dade NOA
      • Florida Product Approval
      • Accredited product evaluation service (i.e., ICC-ESR, IAPMO, Intertek, etc.)
    • Evaluation Report/Approval Number
    • Product Manufacturer
    • Product Category
    • Product Subcategory
    • Product Name or Model Number
    • Is the product currently listed with TDI as a TDI-developed evaluation report?
    • Is this an update to the third-party evaluation report listed with TDI?
    • Website address for Product Evaluation Report/Approval
  • Certifying and Approval Information
  • Contact Information

TDI will review the submittal to verify all required information has been provided and assign a submittal ID number. Once the report is posted to the TDI website, TDI will send an email to the submitter at the email address on the form with the third-party evaluation report number.
