Pharmacy benefit managers and health benefit plan issuers must file an annual report on prescription drug utilization for the previous calendar year with the Texas Department of Insurance (TDI) by February 1 of each year. The information provided will be aggregated and made available on the TDI website by May 1 of each year.
The 2020 data collection under HB 2536 required data from the five preceding years and included Medicaid and CHIP data. This 2021 data call requires only data from 2020 and does not include Medicaid and CHIP data.
To collect the necessary information, TDI issues this mandatory data call under:
- Insurance Code Section 1369.502, which requires each pharmacy benefit manager who acts as an administrator in connection with pharmacy benefits in Texas to annually submit financial data to TDI; and
- Insurance Code Section 1369.503, which requires each health benefit plan issuer in Texas to annually submit business data to TDI.
To complete the data call:
- Complete the forms at texas.gov/health/pbmindex.html. TDI cannot accept scanned, faxed, or mailed copies of the report.
- Submit your data call report to HealthReports@tdi.texas.gov on or before February 1, 2021.
If you are unable to download the forms or have questions, contact HealthReports@tdi.texas.gov. In addition, any company having issues submitting the data in its entirety should contact HealthReports@tdi.texas.gov for assistance.
