Under a law passed in 2019 to improve prescription drug transparency (HB 2536, 86th Legislature, Regular Session (2019)), pharmacy benefit managers and health benefit plan issuers must file an annual report on prescription drug utilization for the previous calendar year with the Texas Department of Insurance (TDI) by February 1 of each year. The first report must include the required information for the three preceding calendar years (2016-2018) as well as the information for 2019. The information provided will be aggregated and made available on the TDI website by May 1 of each year.
To collect the necessary information, TDI issues this mandatory data call under:
- Insurance Code Section 1369.502, which requires each pharmacy benefit manager who acts as an administrator in connection with pharmacy benefits in Texas to annually submit financial data to TDI; and
- Insurance Code Section 1369.503, which requires each health benefit plan issuer in Texas to annually submit business data to TDI.

- Complete the forms at tdi.texas.gov/health/pbmindex.html. TDI cannot accept scanned, faxed, or mailed copies of the report.
- Submit your data call report to HealthReports@tdi.texas.gov on or before February 1, 2020.
