Re:   PUBLIC ACCESS TO RATE AND FORM FILINGS


General Public:

The Texas Department of Insurance provides the following methods for viewing rate and policy form filings. You will be able to view the details of filings that a company does not mark confidential.

  • Beginning January 1, 2016, you may access certain filings received by TDI after April 14, 2014, through the SERFF Filing Access (SFA) interface on the Internet. There is no charge for this service. To view filings, go to www.serff.com.
  • You may continue to view public company filings by contacting TDI and making an appointment to come to our offices and view the filings on our public access computer. See contact information below.
  • You may also continue to request documents from TDI under the Public Information Act.

Regulated Entities:

Companies that do not submit filings through SERFF must mark any confidential documents as “confidential.” ;For details about how to label information as confidential in SERFF, please see www.tdi.texas.gov/company/serff/documents/serffgenins2.pdf.

All filings are subject to the Texas Public Information Act, Government Code, Chapter 552, and even documents labeled as confidential within SERFF may be subject to disclosure if the Texas Attorney General orders TDI to release the information. If TDI receives a request for documents that have been labeled confidential, TDI will make a good faith effort to notify the filing company of the request. The company may choose to submit arguments to the Texas Attorney General explaining why its information should not be released, under Section 552.305 of the Public Information Act. If the Attorney General orders TDI to release the information, TDI must comply and release the information.
