Re:   Commissioner's Order No. 02-1067, adoption of mandatory participation by insurers in the residential property market assistance program under Insurance Code Article 21.49-12 and 28 TAC §5.9411.


Effective October 11, 2002, the Commissioner of Insurance by Commissioner's Order No. 02-1067 implemented mandatory participation in the Market Assistance Program (MAP) of all licensed insurers writing residential property insurance in Texas. Effective October 8, 2002 the Commissioner adopted new 28 TAC §5.3701 designating all 254 counties, therefore all zip codes, in Texas as underserved areas for the MAP. The Commissioner's Order may be obtained from the Office of Chief Clerk, P.O. Pursuant to Article 21.49-12 §2(a) the MAP Executive Committee, in conjunction with the Texas Department of Insurance MAP Division will be developing revisions to the MAP Plan of Operations to reflect the change to mandatory participation. We will notify you later of the implementation date.
