Commissioner's Order No. 98-0376 issued on April 6, 1998, adopted amendments to the Texas Private passenger Automobile Statistical Plan ("Stat Plan") as proposed by the staff of the Texas Department of Insurance. The Commissioner adopted the amendments to add one new field, "Youth Group Member Discount", and to add one new option, "Discount is offered and the risk qualifies (Parent/Guardian training obtained)", under the existing field "Driver Training Discount".
The adopted changes are necessary in order to implement the 75th Legislature's S.B. 1498, which amended Article 5.03-5 of the Texas Insurance Code to provide that an insurer may grant a discount for certain automobile insurance premiums for members of youth groups, if the necessary qualifications are met, and to clarify the distinction between youth driver training commercially provided and youth driver training provided by a parent or guardian. All amendments and associated changes are effective for voluntary reporting with experience submissions for the second quarter of 1998 and will become mandatory with experience submissions for the third quarter of 1998. Both of the above mentioned changes will affect only the Quarterly Detailed Experience module of the Stat Plan which is reported by the Top Reporting Group only.
