The Texas Department of Insurance (TDI) will hold a hybrid public hearing, allowing for in-person and virtual participation, to hear comments on the following:
- Docket No. 2872—Texas Windstorm Insurance Association's (TWIA's) proposed adjustments to its maximum limits of liability.
- Docket No. 2873—Proposed amendments to the valuation manual rule, 28 TAC §3.9901.

After those wishing to speak on the first proposal have had an opportunity, we will close the first docket and move to the next. The hearing will conclude once the public participation is complete for the final docket.

Details for Docket No. 2872:
TWIA filed proposed inflation adjustments to its maximum liability limits on August 6, 2026. The proposed adjustments would apply to windstorm and hail insurance policies delivered, issued for delivery, or renewed on or after January 1, 2027. The commissioner has jurisdiction over this hearing under Insurance Code §2210.504. This is not a hearing on TWIA's rates.
By statute, the proposed adjustments are subject to review and either approval, disapproval, or modification by TDI. The proposed adjustments were modified by TDI in an initial order. Insurance Code §2210.504 requires the commissioner to give notice and hold a hearing before deciding whether to finally approve, disapprove, or modify the proposed adjustment within 30 days of the initial order.
