Reactivate a license expired for more than one year

If your license expiration date was over one year ago, your license can no longer be renewed or reinstated; you must retake the qualifying exam, complete a new application, and clear up any non-compliance issues.

  1. Complete any outstanding continuing education (CE).
  2. Pay any outstanding CE fines.
  3. Pass the qualifying exam for the license type you want.
  4. Get a new set of fingerprints from IdentoGo.
  5. Submit a new application with the application fee no later than one year after passing the exam.

Important: If you apply before passing the exam, you will forfeit the application and application fee, and be required to submit a new application and fee after you pass the exam.

1. Complete your outstanding CE.

To see how many hours you need, check your transcript on Sircon website’s Continuing Education Transcript Inquiry.
  • Three hours must be in Ethics. License terms that ended on or before August 31, 2022, require only two hours of ethics.
  • At least half of your hours must be “classroom” or “classroom equivalent” courses.
  • Non-residents:
    • You must follow your home state’s rules.
    • If your state doesn’t require CE, you need to follow Texas rules.
    • If you have a Texas designated home state (DHS) license, you need to follow Texas rules.
  • To find approved courses, click on Approved Courses Inquiry to view available courses on the Sircon website.
  • To ask for an extension or apply for the 20-year exemption, click on Services in the Education Services menu on the Sircon website.

2. Pay any outstanding CE fines.

If you didn’t complete your CE by the license expiration date, an automatic $50 fine for every hour not completed on time is due, up to a maximum of $500 per license. You’ll need to pay any CE fines before we can issue you another license.

If you do have fines, you must pay these in addition to completing your CE hours before you can become CE compliant.

Contact the CE department at CE@tdi.texas.gov to find out the amount in fines you owe, and how to pay them.

3. Requalify for your license.

You must pass the qualifying exam again if your license expired over one year ago. For some license types, you can pass a qualifying course instead. Be sure to check your license type qualification requirements on the TDI website, and pass your exam or course before you submit your application.

4. Get new fingerprints.

A new set of fingerprints is needed for most license applications. To receive your fingerprint instructions and service code, start the application process on TDI’s online initial application and fingerprint portal.

If you have an active insurance license with fingerprints on file, you may not need new fingerprints.

5. Submit a new application and fee.

After you requalify for your license, submit your application and pay your application fee on Sircon or National Insurance Producer Registry. A vendor fee will be added.

The General Lines, Life Agent, Limited Lines, Managing General Agent, and Personal Lines Property and Casualty Agent license type applications are available on NIPR. These and all others are available on Sircon.com.

There is no late fee with this application, but you must include your new fingerprint receipt.
