Finding an inspector

Performing completed construction inspections

  • Any professional engineer incensed by the Texas Board of Professional Engineers and Land Surveyors can perform inspections on completed construction.
  • Appointed qualified inspectors
    • Can inspect completed and ongoing inspection.
    • Access the Completed Construction Inspection Form (WPI-2E) while logged in to the windstorm system.

  • Not appointed by TDI
    • Can only inspect completed construction.
    • Request access to the windstorm system to create and track your WPI-2Es.

Applying for a completed construction certificate

The following documents must be submitted before TDI can issue a certificate of compliance for completed construction (WPI-8E):

  • A signed WPI-2E application.
  • A sealed post-construction inspection report and supporting documentation, or a sealed design in PDF format.
    • View detailed submission requirements located in Section 5.4604 of the Texas Administrative Code.
    • View supporting evidence requirements located in Section 5.4606 of the Texas Administrative Code.

Applications will be processed after these documents are received.

The structure’s address and Application ID must be included on each document when emailed to Windstorm@tdi.texas.gov. TDI will send the Application ID to the requestor after the WPI-2E is submitted through the Windstorm system.

Requirements are in Texas Insurance Code 2210.2515.

Finding your certificate

  • All certificates of compliance for completed and ongoing construction that TDI issued are published online. Search for your certificate on our windstorm system.
  • The Texas Windstorm Insurance Association issued completed construction certificates (WPI-8C) between January 1, 2017, and May 31, 2020. If you need your certificate, please use the TWIA certificate lookup tool.
