Texas Department of Insurance (TDI) Chief Deputy Commissioner Doug Slape is a recipient of this year’s Robert Dineen Award, the highest honor for a state regulator bestowed by the National Association of Insurance Commissioners (NAIC).

Slape was honored with the Robert Dineen Award for his outstanding service and contribution to the state regulation of insurance, and for exhibiting an attitude and performing activities that foster the advancement of the insurance regulatory profession.

For more than 30 years, Doug Slape has built expertise across multiple areas of insurance regulation; shown leadership with a transparent, reasoned approach to developing solutions to complex issues; and provided national and global leadership to maintain states’ ability to effectively regulate insurance without federal preemption.

“We’re proud the NAIC has honored Doug for his many contributions to state insurance regulation,” said TDI Commissioner Cassie Brown. “His efforts have impacted the way state regulators and insurance companies conduct business throughout the U.S. and in other countries.”

Slape’s contributions to insurance regulation include:

  • Developing enhancements to the solvency regulation framework, which resulted in more resilient insurers in times of stress.
  • Leading the initiative to automate the review of quarterly financial filings to address the complexity of risk-focused supervision.
  • Educating and advocating for the state-based system internationally through the International Association of Insurance Supervisors.
  • Advocating for a coordinated approach to long-term care solvency that protects consumers, builds consensus among states, and maintains the effectiveness of the state-based system of insurance regulation.

Slape has served in a leadership position in many NAIC groups, including as chair of the Financial Analysis Working Group, Capital Adequacy Task Force, Risk Focused Surveillance Working Group, AIG Working Group during financial crisis, Audit Software Subgroup (now IT Examination Working Group), and Captive and Special Purposes Subgroup.
