Amended (7/13/2018) Internal/External – for TDI Employees and the General Public

The Coordinator performs complex administrative Human Resources Benefits work. This position administers various leave policies including Family Medical Leave Act (FMLA), Americans with Disabilities Act (ADA) and Sick Leave Pool. Work involves communicating available benefits programs to employees and ensuring agency compliance with federal and state employment laws. Work is performed under limited supervision with moderate latitude for the use of initiative and independent judgment.

This position:

  • analyzes FMLA claims to determine eligibility and certification in compliance with state and federal regulations;
  • reviews medical documentation in accordance with internal workflow processes;
  • approves/denies requests, and ensures timely and accurate communications; 
  • designates, enters, codes and tracks FMLA claims in the Centralized Accounting payroll and Personnel System (CAPPS);
  • determines eligibility for ADA and when to begin informal interactive process;
  • reviews requests for accommodations for completeness and determines if additional information is needed;
  • assists with workplace accommodations;
  • reviews information submitted electronically to CAPPS and FMLA report for accuracy between systems; completes data entry of FMLA hours into CAPPS and internal tracking systems;
  • coordinates and participates in the annual open enrollment process for state benefits and ensures all communications and activities are completed within established timeframes;
  • processes and enters employee benefit information into ERS online and CAPPS;
  • processes, audits and tracks insurance related documents;
  • works closely with Leave Accountant and Payroll Officer to ensure all financial/payroll adjustments due to leave are accurately entered into appropriate systems;
  • maintains appropriate records and adheres to record retention policies;
  • updates and maintains information systems, including spreadsheets, and benefits related reports;
  • monitors compliance of all benefits programs, identify issues, resolve problems, and elevate higher level issues to Human Resource Management;
  • serves as liaison between TDI and the Employee’s Retirement System (ERS) to communicate benefit information to agency employees;
  • serves as liaison between TDI and the State Office of Risk Management (SORM) regarding workers’ compensation claims; and
  • assists managers, employees and liaisons with benefits related inquiries.


Graduation from an accredited four-year college or university with a degree in human resources management, business, public administration, or a related field. Education and experience relevant to position requirements may be substituted for one another on a year-for-year basis.

Additionally, this position requires:

  • three years of human resources experience which includes processing benefits, and determining eligibility for Family Medical Leave (FML) and accommodations under the Americans with Disabilities Act (ADA).


Preference will be given for experience with administering State of Texas Benefits.

This position requires demonstrated knowledge of:

  • state and federal FMLA regulations, ADA, and Workers’ Compensation;
  • state employee benefit programs;
  • state and federal labor laws;
  • Outlook, Excel, PowerPoint and Word; and,
  • current human resource trends related to various benefits.

This position requires demonstrated skill in:

  • working effectively with all levels of employees;
  • problem solving, decision making and planning;
  • effective communications, both verbal and written;
  • effectively managing multiple assignments; and
  • use of computers and Microsoft Office including Excel, Word, PowerPoint and Outlook.

This position requires the demonstrated ability to:

  • explain policies and procedures to staff;
  • maintain confidentiality of information;
  • exercise sound judgment when dealing with sensitive and confidential information;
  • develop and analyze human resources process;
  • prioritize effectively, think independently and problem solve to ensure all projects are completed in an effective and timely manner; and
  • demonstrate flexibility and adaptability in a fast-paced, constantly changing environment.
