The Network Specialist performs and monitors the activities associated with a local area network or wide area network, internet and intranet systems, and other data networks.

This position:

  • plans, installs and maintains agency data and wireless networks, including hardware and related systems;
  • plans, designs, and integrates data telecommunications networks;
  • designs, installs, and monitors networks;
  • monitors and analyzes existing hardware and software;
  • prepares, monitors and analyzes statistics on network utilization and availability, including recommending and implementing improvements for network efficiency and cost-effectiveness;
  • trains peers in general and advanced network concepts, technologies and support knowledge, including related policies, procedures or technical documentation;
  • oversees and/or performs the preparation of logic flow charts, decision tables, narrative descriptions, and similar materials to document the network environment and to support enhancements;
  • analyzes existing network and system procedures for efficiency and effectiveness.
  • maintains current knowledge of telecommunications systems (hardware and software), modifications, and improvements;
  • develops policies and procedures designed to ensure the confidentiality, integrity and availability of the network environment;
  • evaluates network technologies for potential acquisition and directs the evaluation of various hardware and software resources to identify strengths, weaknesses, and potential benefits to the agency;
  • provides input into the preparation of budget recommendations for network facilities, analyzes user support statistics, and implements appropriate measures;
  • assists with analyzing and defining agency disaster recovery responsibilities and procedures for enterprise network systems;
  • may plan, assign and/or supervise the work of others; and
  • performs other duties as assigned.


Graduation from an accredited four-year college or university with a degree in information technology and systems, or a field related to assignment. Education and experience relevant to the position requirements may substitute for one another on a year for year basis. 

Additionally, this position requires:

  • four years’ experience in maintenance, installation, and configuring network infrastructure and related telecommunications equipment.

Preferences for this position include:

  • one year vocational school or completion of a vendor-supplied program of study in computer network telecommunications; and
  • Cisco CCNA (Security, Wireless, or Routing and Switching), CompTIA Network+ certification.

This position requires demonstrated knowledge of:

  • telecommunications principles, equipment, procedures, terminology, standards and wiring technologies;
  • network facilities and data processing techniques;
  • network security best practices; and
  • basic wireless network management.

This position requires demonstrated skill in:

  • problem solving, decision making and planning;
  • installing, maintaning, administering, and troubleshooting local- and wide-area network technologies including, but not limited to: VLANs, OSPF, VoIP, Quality of Service, Routing, Switching, Wireless Networking;
  • installing indoor telecommunications cabling and the use of related telecommunication tools and test equipment;
  • using Microsoft Office software applications, including Word, Excel, and Outlook; and
  • using a Help Desk management system.

This position requires the demonstrated ability to:

  • apply ciritical thinking to analyze and interpret technical information;
  • communicate professionally and effectively, both verbally and in writing, with all levels of employees and the general public;
  • establish and maintain effective working relationships with other staff, insurance industry representatives, and the general public;
  • bend, stoop, and safely lift items weighing fifty pounds;
  • train others; and
  • research and document problem solutions.
