The Telecommunications Specialist is responsible for performing complex technical work in maintenance, programming and other support of agency telecommunications systems, associated software and peripheral equipment.


This position:

  • coordinates and/or performs preventive/corrective maintenance on
  • telecommunications equipment as directed;
  • installs and maintains, or oversees the installation and maintenance of telecommunications systems and associated software;
  • conducts studies regarding system usage, makes recommendations for improvements and system requirements, reviews telecommunications system plans for completeness and accuracy;
  • maintains liaison with carriers and telecommunications support vendors used by the agency with regard to proper operation, installation and maintenance of lines, telecommunications systems and insturments, and data network equipment;
  • maintains current knowledge of telecommunications systems (hardware and software), modiifications, and improvements;
  • coordinates and/or assists with the installation, maintenance, operation and relocation of all agency WAN/LAN data communications and information resources equipment; and
  • performs other duties as assigned

Qualifications

This position requires sixty college hours. Education and experience relevant to the position requirements may be substituted for one another on a year-for-year basis.


Additionally, this position requires:

Telecommunications Specialist III – one year of recent experience in telecommunications installation and maintenance work.

Telecommunications Specialist IV – two years of recent experience in telecommunications installation and maintenance work.


Preferences for this position include:

  • three years recent experience in maintenance, installation and programming support, of IP Telephony, voicemail systems and associated telecommunications equipment both on-site and using remote access software.
  • Avaya Certification on Communications Manager, Avaya Messaging voicemail, Avaya Contact Center, Avaya Work Force Optimzation, Avaya Experience Portal campaign systems, Avaya/Scopia Conferencing systems.

This position requires demonstrated knowledge of:

  • telecommunications principles, equipment, procedures, terminology, standards and wiring technologies; and
  • network facilities, TCP/IP protocols and data processing techniques.

This position requires demonstrated skill in:

  • problem solving, decision making and planning;
  • the installation of IP telephone sets (software and hardware) on an Avaya Communications Manager, IP Telephony systems or related equipment;
  • the installation of indoor telecommunications cabling and the use of related telecommunication tools and test equipment;
  • using Microsoft Office software applications, including Word, Excel, and Outlook; and
  • the use of a Help Desk management system.

This position requires the demonstrated ability to:

  • apply ciritical thinking to analyze and interpret technical information;
  • communicate professionally and effectively, both verbally and in writing, with all levels of employees and the general public;
  • establish and maintain effective working relationships with other staff, insurance industry representatives, and the general public;
  • research and document problem solutions; and
  • may train others.
