Current Opportunity: Program Specialist

Internal/External Posting - TDI Employees and General Public

The Program Specialist Team Lead performs complex technical work related to insurance laws and regulations related to Utilization Review Agents (URA), Independent Review Organizations (IRO), and Workers’ Compensation Networks (WCN). Conducts quality analysis of work performed in the department.

This Position:

• monitors the IRO assignment process and assign IRO requests as needed;
• assists director in the oversight of the IRO section functions and audits of forms reviewed by other staff for the IRO section;
• reviews URA and IRO forms to determine compliance and provide URAs and IROs with written notification of deficiencies applying applicable statutes and regulations;
• participates in meetings with URAs, IROs, other governmental agencies and agency staff and provide consultative and technical assistance to agency program staff, other government agencies, community organizations and the general public regarding URAs and IROs;
• drafts policies and procedures related to IRO filings;
• oversees and ensure compliance of retention policies for IRO files;
• back–up ITS liaison for division computer requirements, oversees the maintenance of the URA/IRO tracking system; and
• trains new and existing staff in URA/IRO matters, including section policies and procedures.


Graduation from an accredited four-year college or university with a major in business or public administration, government or in a field relative to assignment. Education and experience relevant to position requirements may be substituted for one another on a year-for-year basis.

Additionally, this position requires:

• requires three years experience in technical work, project management, development and implementation, program administration or field relative to assignment.

This position requires demonstrated knowledge of:

• health care coverage industry in Texas; and
• statutes and procedures governing the regulation of health care coverage.

This position requires demonstrated skill in:

• problem solving, decision making, and planning;
• professional telephone techniques; and
• use automated equipment and of personal computer utilizing Microsoft Word, Excel, Outlook, Sircon, and Oracle.

This position requires the demonstrated ability to:

• communicate and work professionally and effectively, both verbally and in writing, with all levels of employees, industry representatives, legislators and the public;
• apply critical thinking to analyze and solve work problems.
• perform detail-oriented assignments with a high degree of accuracy;
• handle multiple tasks simultaneously and manage conflicting priorities in order to meet deadlines;
• present data, policies, analyses, complex regulatory data and recommendations in a professional, clear and concise matter; and
• exercise judgment and discretion in applying and interpreting departmental policies and procedures.
