Current Opportunity: Deputy Commissioner of Compliance and Investigations for the Division Workers’ Compensation (DWC)

Internal/External Posting – TDI Employees and General Public

This position reports directly to the Commissioner of Workers’ Compensation and performs highly advanced (senior level) managerial work as the Deputy Commissioner of Compliance and Investigations. Oversees operations of Fraud, Enforcement, Prosecutor Unit and Systems Monitoring.

The Deputy Commissioner:

  • develops and implements processes and strategies related to compliance, enforcement and investigation requirements related to compliance audits, fraud investigations, and complaint investigations;
  • coordinates and collaborates with Commissioner of Workers’ Compensation and executive staff to define, prioritize, and investigate compliance and enforcement initiatives;
  • directs the operations of Compliance and Investigations including the work of attorneys, investigators and staff assigned to the Travis County District Attorney’s Office;
  • directs staff to conduct efficient and effective investigation and prosecution of workers’ compensation fraud;
  • coordinates enforcement efforts in consultation with the Commissioner of Workers’ Compensation and with other agencies, including the State Office of Administrative Hearings;
  • develops employee performance standards and conducts performance appraisals in accordance with agency policy and procedures;
  • analyzes information in order to communicate and present reports and proposals to executive management;
  • plans, develops, and implements new business process procedures and applications; analyzes agency business requirements;
  • maintains a current working knowledge of workers’ compensation statutes, rules, processes, and procedures; and
  • performs other duties as assigned.


Graduation from an accredited four-year college or university with a degree in business, public administration or in field related to the position to be held.  Executive experience is defined as experience in a supervisory, management or advisory capacity to executive staff.  Experience may substitute for the education requirements on a year-for-year basis.  Education may not substitute for the experience requirement.

Additionally, this position requires:

  • five years of experience as a senior executive in the administration of business, government or as a practicing attorney. With two of the five years in work experience related to the position to be held. 

Preferences for this position include:

  • five years of experience in the investigation and/or prosecution of fraud;
  • a master’s degree in business administration, public administration, criminal justice or juris doctorate;
  • experience as a prosecuting attorney or law enforcement administrator;
  • 10 years of experience as a chief architect and thought leader in a senior business role, leading teams in a diverse, multi-site organization; and
  • 10 years of civil, criminal, or administrative litigation experience.

This position requires demonstrated knowledge of:

  • the Texas Workers’ Compensation laws and rules affecting the Division and the Agency;
  • federal and state laws and regulations relevant to enforcement, compliance and workers’ compensation fraud;
  • methodologies including operations, analysis, project management, process development and quality assurance for agency projects;
  • principles and practices of public administration and management; and
  • strategic planning techniques.

This position requires demonstrated skill in:

  • strategically managing risk;
  • maintaining a strong ethical environment;
  • data analysis, and implementing effective solutions;
  • preparing succinct reports;
  • change management and managing complex, multi-year projects;
  • setting and accomplishing challenging goals;
  • communicating complex information across a wide range of audiences and working effectively with all levels of TDI employees, the public, the insurance industry, and elected officials and their staff; and
  • developing employees through training, goal setting, and change management.

This position requires the demonstrated ability to:

  • direct and organize program activities;
  • identify problems, evaluate alternatives, and implement effective solutions;
  • apply critical thinking to develop, monitor, and evaluate administrative policies and procedures;
  • prepare concise reports;
  • communicate professionally and effectively, both verbally and in writing, with all levels of employees and the general public;
  • motivate and provide thoughtful leadership to direct reports; and
  • plan, assign, and manage/coordinate the work of others..
