TDI Seeking Individuals for the TWIA Technical Advisory Working Group

Subject: TWIA Technical Advisory Working Group

In order to assist Alvarez & Marsal Insurance Advisory Services (AMIAS) with its development and evaluation of proposals to reduce TWIA's net exposure and improve policyholder service, the Texas Department of Insurance (TDI) is soliciting participants for a technical advisory working group (Advisory Group). Candidates for the Advisory Group should be familiar with TWIA's legislative and operational framework, have a solid understanding of the Texas insurance regulatory environment, possess a basic working knowledge of insurance legal and financial principles, and have 10+ years of experience in the insurance industry. Specific area skill sets and qualifications are:


Candidates should have a deep working knowledge of property underwriting in catastrophe prone areas. The ideal candidate will have managed a property underwriting operation and have experience setting underwriting criteria and/or policy pricing. Policy administration experience is desired. Candidates should have 20 or more years in the field of insurance and 5+ years of direct underwriting experience.


Candidates should be familiar with pre-event planning and post-event management of all aspects of the property claims process, including management of emergency response claims teams and/or a large claims department or unit. Experience with policy administration, particularly contact center operations, and/or property underwriting also beneficial. Candidates should have 10+ years experience.

Policy Administration

Candidates should have experience with insurance administration of an insurance carrier, large-scale managing general agency, or third-party administrator. Prior experience with "in-sourcing/out-sourcing" or transition management is desirable. Management of a policyholder or agent contact center is helpful. Candidates should have 10+ years of insurance experience, at least five of which should be in policy administration.


Candidates should have current property reinsurance market experience and be active in the property catastrophe marketplace. Ideal candidate will have experience over multiple reinsurance market cycles, as well as experience structuring and placing alternatives to reinsurance such as capital market financing of pro- and post-event catastrophe risk. Candidates should have 20+ years of insurance experience with 10+ years focused on the property reinsurance marketplace.


Candidates should have knowledge and experience in property insurance sales, either as an independent or captive agent and/or in managing an agency sales for or "home office" agency support. Experience with residual markets a plus. 10+ years of experience in an agency or agency related role required.

Insurance Company Technology & Infrastructure

Candidates must have experience with insurance technology platforms, insurance service bureaus, third party administration, and outsourced technology management. Understanding of technology communications infrastructure is required. Both in-house and out-sourced technology environment experience is helpful. 20+ years of insurance experience with 10+ years managing information technology solutions within a carrier or major third party administrator.

Other Back Office

Candidates should have experience in managing insurance overhead and corporate functions, including finance, accounting, budgeting, planning, and legal, for a personal lines carrier with significant catastrophe exposure. 20+ years of experience, much of which should be at the executive level.

Individuals wishing to be considered for the Advisory Group should e-mail a current resume to, and indicate the desired position on the Advisory Group, highlighting particular experience or expertise that should be considered. Based on experience and qualifications of the candidates, TDI may select one individual for multiple categories and/or may select more than one individual for a category. TDI will attempt to appoint a cross-section of individuals reflecting key constituencies. Appointments to the Advisory Group will be made no later than May 25, 2012.

The primary function of the Advisory Group will be to advise Alvarez & Marsal. It is not subject to the requirements of Chapter 2110, Government Code. Alvarez & Marsal will be solely responsible for directing and managing the work of the Advisory Group. Most work will be conducted by telephone or e-mail.
